Kuwaiti firm Investment Dar is making a renewed legal push to secure ownership of a major asset at the centre of its long-running restructuring process. The case is a rare test of Kuwait's Financial Stability Law, introduced in 2009 to assist debt renegotiations. The firm has been embroiled in litigation over a stake in Kuwait's Boubyan Bank, which it sold to Commercial Bank of Kuwait (CBK) in 2008, with the right to buy it back. CBK currently holds a 19.9 percent stake in Boubyan. Investment Dar hopes to sell the stake to repay creditors. For its part, CBK said last week it cancelled a proposed 120 million dinar capital-boosting bond due to "legislative and technical issues".
Dubai Islamic Bank (DIB) and Air Arabia announced today the signing of an aircraft financing deal to facilitate the delivery of six new Airbus A320 aircrafts in 2015. The US$230 million Ijara facility will finance the delivery of a new aircraft every two months starting January 2015, the program culminating with the final unit being handed over by the end of the year. Air Arabia, recently named amongst the Global Growth Companies (GGC) by the World Economic Forum, has seen its route network expand rapidly in 2014 with the addition on new routes such as Cairo in Egypt, Antalya in Turkey, Tbilisi in Georgia, and Samara in Russia. The low-cost airline pioneer now serves 100 destinations from its four hubs in the UAE, Morocco and Egypt.
A package of amendments and additions to legislation in order to regulate the activities of Islamic banking in Azerbaijan will be introduced to the Central Bank of Azerbaijan in the first half of 2015.
International Bank of Azerbaijan OJSC will provide services on Islamic financing in Russia, the director of the Department of Islamic Banking of the International Bank of Azerbaijan (IBA) Behnam Gurbanzade said.
The Islamic International Rating Agency (IIRA) has reaffirmed a national scale rating of A+/A-1(sr) (A plus/A-One) to Bank AlJazira ( BAJ), incorporated in the Kingdom of Saudi Arabia. IIRA has also reaffirmed the bank's international scale ratings at A-/A-2 (A Minus/A-Two). Outlook on the ratings is 'Stable'. BAJ has posted continued business growth over the years. Moreover, capital adequacy ratio (CAR) has remained consistently above 15% over the last 5 years, sustaining the increased business levels. BAJ 's fiduciary score has been assessed in the range of '71-75', reflecting adequate fiduciary standards. The overall governance framework and practices are largely at par with international best practices.
Bank Asya's net loss in the third quarter was due to higher loan provisions as it sought to increase its asset quality, and the Islamic lender's operations are continuing "healthily," the Turkish bank said in a statement on Tuesday. Bank Asya fell to a 301 million lira ($133 million) net loss in the third quarter from a 60 million lira profit a year earlier as its assets declined sharply, it said earlier in a stock exchange filing. The bank said its capital adequacy ratio stood at 18.32 percent.
CIMB Islamic Bank today signed a memorandum of understanding (MoU) with the Global University of Islamic Finance (INCEIF) to build a collaborative framework towards establishing a research centre for Islamic banking studies. CIMB Islamic Bank chief executive officer Badlisyah Abdul Ghani said the bank had allocated RM1.5 million as sponsorship over the three-year collaboration period. He said the MoU also aims to enhance and strengthen Malaysia's position as a globally recognised marketplace for Islamic banking and Islamic finance. INCEIF is the only institute in the world that focuses solely on Islamic finance education and research.

Turkey's Bank Asya on Tuesday posted a third-quarter net loss on loan provisions and a shrinking balance sheet but said its operations were healthy despite political turmoil that has surrounded it for much of the year. The Islamic lender fell to a 301 million lira ($133 million) net loss from a 60 million lira profit a year earlier. Assets of 16.5 billion lira at the end of the third quarter were down 40 percent from the end of 2013, while deposits almost halved to 10.07 billion over the same period. The bank continued its operations with a capital adequacy ratio of 18.32 percent, despite a 9-month loss due to higher loan provisions as part of efforts to increase asset quality, Chief Executive Ahmet Beyaz said.

Former finance minister Tun Daim Zainuddin expressed his support for the mega merger of CIMB Group Holdings, RHB Capital Bhd and Malaysia Building Society Bhd, saying when he was in office, he suggested that Malaysia only needs four banks. Banks need a large capital base to compete globally and this could be achieved through mergers, said Daim. Moreover, Daim said that he was confident that the Vision 2020 would be achieved, with proper planning and hard work. However, he said, a high income nation need not necessarily mean a developed nation. In order to become the latter, the country needs to prioritise quality education and technological advancements.
Abu Dhabi Islamic Bank (ADIB) has announced earnings for the nine months to the end of September up 21.1 per cent with customer deposits up 18.2 per cent compared to the corresponding period last year. Profit reached AED1.34bn compared to AED1.11bn for the same period last year. The CEO of ADIB said that all customer-facing units, retail banking, private banking, community banking and wholesale banking continued to grow market share and as a consequence, ADIB’s customer financing assets increased 21.7 per cent year-on-year to AED71.6bn backed by an 18.2 per cent increase in customer deposits to AED82.9bn over the same period.

Professionals from Turkey, Malaysia, Qatar and the United Arab Emirates discussed a number of key issues pertaining to various markets, trends and strategies. The Islamic banking sector is booming in Turkey, according to Central Bank of Turkey Deputy Governor Murat Cetinkaya, who said that Islamic banks have doubled their market share in the past 10 years. According to Cetinkaya, Turkey's regulatory framework, in conjunction with the recent macroeconomic stability, has paved the way for the growth of the sector.
Islamic Bank of Britain (IBB) has announced the promotion of Matthew Glover to the newly created positon of Head of IT & Change. Mr Glover's remit is to manage the Bank's transformation programme as it enters a period of expansion. His is the third senior appointment this year, including Keith Leach as Chief Commercial Office and the confirmation of Sultan Choudhury as Chief Executive Officer. All three appointments have followed the Bank's acquisition, in early 2014, by Masraf Al Rayan (QSC). Since then, IBB's new parent has invested £100milion of capital to support the Bank's ambitious growth targets. IBB also recently announced that subject to formal shareholder approval, it will be changing its name from Islamic Bank of Britain to Al Rayan Bank, in December 2015.
Not even a fatwa against National Commercial Bank’s initial public offering could derail the biggest-ever share sale in the Middle East. Saudi Arabia’s largest bank said in a statement today it attracted 311 billion riyals ($83 billion) of bids from about 1.26 million investors. While that pales by comparison with the almost 9 million who subscribed for Alinma Bank’s IPO in 2008, NCB’s offering to sell 300 million shares was 23-times oversubscribed, signaling investors pitched for larger blocs of shares. The IPO is considered un-Islamic, as criticism deepened over the bank’s non Shariah-compliant assets. To mitigate the controversy, NCB pledged to divest about $38 billion of assets to become fully Shariah-compliant in five years.
EIIB-Rasmala, the Dubai-based investment bank and asset manager, will expand its leasing and property fund products amid increased investor demand in the Arabian Gulf region. The group yesterday said that it was finalising the launch of two leasing fund strategies and planning to expand its UAE property business. This came amid a surge in demand driven by progressive regulatory activity of regional markets, particularly in Saudi Arabia and the Emirates, as well as greater investor confidence in the underlying market fundamentals of the region. EIIB-Rasmala said that it expected to raise about US$1 billion for its growing leasing and alternatives business and approximately $250 million to invest in a broad mix of property transactions in the United Kingdom.
The central bank has extended ICB Islamic Bank's timeline by three and half years to repay the money it owes to its clients. According to central bank's figures, former Oriental Bank's financial liabilities towards it depositors stand at Tk 7.5 billion. The bank was rechristened ‘ICB Islamic Bank’ in 2007 and a scheme was initiated to pay back the money to its depositors within six and half years. In a circular issued on Sunday, Bangladesh Bank extended the tenure of the scheme by 42 months on a request from the ICB Islamic Bank.
Turkish state-run lender Halkbank has decided to establish an Islamic finance unit, in line with a government effort to develop the sector and tap a pool of investors in the Gulf and southeast Asia. The bank said its management would seek regulatory approval for the Islamic unit, known locally as a participation bank, but gave no further details on the plans. The Halkbank board has mandated the general management for the establishment of a participation bank, and to carry out the required processes for legal and administrative permissions, it said in a stock exchange filing. Since 2012, the Turkish government has pushed the development of Islamic finance by regulatory moves and issuing sukuk.

Apart from the ever-present challenge of liquidity management, most local Islamic bankers agree that their most important task now is to build awareness in the country.
