New Saudi-Arabian Property Financer as JV between Al-Khabeer and Al Mutajara

Al-Khabeer Merchant Finance Corporation built a Joint-Venture with Al Mutajara installments company to establish ‘Dari for Home Loans,’ a new SAR 1 bn capitalised Saudi joint-stock company-under development stage, which will specialise in financing the construction and purchase of houses and residential properties in accordance with Islamic Sharia principles.

Dari Home Loans will become one of the first real estate financing companies in the Kingdom to specifically cater to the middle income sector. It will not include property developers among its pool of clients.

Dari Home Loans is currently appointing personnel and officials for managing its human resources and is negotiating with a global partner for the transfer of management experience to this sector in the Kingdom. Al-Khabeer is adopting its turnkey and integrated banking solutions to develop Dari, as Al-Khabeer directs the finance and advisory for the company. The new property funding firm’s founders are confident that it will be fully established in a short span of time given the strength of the Kingdom’s economy.

International Islamic Bank takes Tunisian company IPO

Business Intelligence reported on 13 April that International Investment Bank (IIB), a globally-focused Islamic investment bank based in Bahrain, announced the successful initial public offering of ARTES, the exclusive distributor of Renault, Nissan and Dacia in Tunisia.

Aabed Al-Zeera is Chief Executive Officer of IIB.
Mohamed Hadi Mejai is Executive Director, Investment and Business Development, IIB.

"First Persia Fund" to invest in Iranian Stock Exchange

Business Intelligence reported on 14 April that the "First Persia Equity Fund", opened its second-phase of subscription and it aims to raise Euro 250 m, the fund was established in July 2007 with Euro 34 mn.

Shares listed on the Teheran Stock Exchange, TEPIX, which advanced 3.9% so far this year, trade at an average of 4 or 5 times earnings. That compares to a multiple of 15 for the MSCI GCC Countries Index, a measure of more than 140 companies in six GCC states.

Stephen Austen is the fund's Managing Director. The fund is said to have outperformed the benchmark so far.

Saad Group outlook revised to 'stable' on improved capital structure

Business Intelligence Middle East reported on 9 April that Standard & Poors revisied Saad Group outlookto 'stable' on improved capital structure. At the same time, the 'BBB+' long-term corporate credit ratings were affirmed.

Standard & Poor's credit analyst is Mohammed Fayek.

The potential for a rating upgrade is constrained by leverage and the potential for volatility in portfolio value. A sustained weakening of equity markets or a more aggressive growth strategy and subsequently higher leverage for the group could have negative implications for the rating.

Ahli United Bank and Legal & General to establish regional life takaful company

Business Intelligence Middle East reported on 4 April about the planned 50:50 Joint-Venture between Ahli United Bank and UK-based Legal & General Group. Both parties agreed to set up a takaful life, pension plans and health insurance provider, subject to necessary regulatory and statutory approvals. The authorised capital is reported at about USD 200 mn, of which USD 25 mn will be initally paid up. Operations shall start later the year.

Dubai Financial Market Sharia Board issues first Islamic standards for classifying listed companies

Business Intelligence reported on 18 March that the Sharia Board of the Dubai Financial Market (DFM) has issued the first standards for trading shares. The establishment of such standards is in line with DFM becoming an Islamic exchange as decided on the Annual General Meeting in 2007. Since then the Sharia Board with its Chairman, Dr Hussain Hamid has focused on the establishment of criteria to classify listed companies in terms of Sharia-compliance and accounting practices.

The standards are divided into five sections and cover the following areas: definitions of terms and criteria; implications for brokers and investors; guidelines for compliance for conventional firms; conventional income guidelines; and general rules and regulations.
