#Saudi finance ministry says domestic #sukuk program established

Saudi Arabia's ministry of finance has established a program to issue local currency sukuk, as the government covers a large budget deficit caused by low oil prices. The program has been submitted to the Capital Market Authority, the ministry said without specifying when the first sukuk issue would take place. Saudi commercial bankers said they expected the first issue in the next few days and believed 10 billion riyals ($2.7 billion) would be offered. The ministry noted that 13 domestic banks had qualified to participate in the sukuk issues. The Saudi government issued its first international sukuk in April and raised $9 billion.

Alinma Bank's CEO on Growth Strategy, #Sukuk Issuance

In this interview Abdulmohsen Al-Fares, CEO of Alinma Bank, discusses the growth in the company's balance sheet, credit growth, their Sukuk issuance and competition from other banks. Alinma Bank has maintained its growth pace and Al-Fares is optimistic about the upcoming Saudi Arabian government sukuk. It is an opportunity not only for companies and banks, but also for the secondary markets. Timing and size of the sukuk has not been decided yet. In his opinion, competition from other banks will not affect Alinma Bank, as they will compete only in very small segments, not in retail. He added that the stand-off with Qatar would not have a negative impact on the Saudi economy, as the kingdom's economy is strong and the economic relationship with Qatar is small in size.

#Saudi #insurer Enaya to offer Sharia-compliant policies

Health insurer Saudi Enaya has joined hands with Shariyah Review Bureau, a global Sharia Advisory firm, to offer Sharia-compliant value creating policies. CEO Lee Shurey stated that offering Sharia compliant products provides a tremendous opportunity to strengthen Enaya’s position in the region. The company had already identified Islamic cooperative insurance as a major potential more than three years ago. Enaya's HR director Moneer Brembali said that the insurer has undertaken several initiatives over the years and this agreement with SRB is another demonstration of their commitment to customers. He added that SRB’s Sharia Review Certification and Audit experience will complement the company's knowledge. SRB is a Sharia Advisor which currently serves 24% of the Saudi Cooperative Insurance market in the kingdom. It also has an established record of innovation to expand and improve leading insurance practices.

World’s Largest Islamic Bank Successfully Completes Ripple #Blockchain Trial

Saudi Arabia’s largest bank recently completed its first cross-border transfer using Ripple technology. Having Al Rajhi Bank on board is a major validation for the blockchain service provider. Money was transferred between Al Rajhi Bank offices across Saudi Arabia and Jordan. The transfer took mere seconds to complete and reduced fees to a bare minimum. Completing this trial will help Saudi Arabia digitize the customer banking experience even further. More specifically, digitizing the banking experience will allow for faster and cheaper transactions. Al Rajhi Bank runs over 200 remittance centers across the country. The whole Kingdom of Saudi Arabia may soon see mass adoption of Ripple’s ecosystem.

Saudi Arabia's Sedco Capital has launched an investment strategy combining environment-conscious and sharia-compliant principles. The move could help develop green investing in the Middle East and make Islamic finance appeal to a wider client base. Green finance is increasingly important for Islamic firms seeking to differentiate themselves from peers. Sedco said its new strategy, dubbed Prudent Ethical Investing, would focus on due diligence and transparency around investment structures, while integrating environmental, social and governance (ESG) criteria. The firm launched two ESG funds in 2012 and has published research which showed how a combined investment approach
can outperform conventional funds. According to its research, such a strategy can lead to investments with lower financial leverage and better cash conversion qualities, adding a prudential element to those portfolios.

STC Establishes Venture Capital #Fund

Saudi Telecom Company (STC) has decided to form a $500 million venture capital fund to develop digital innovation in the region. During a news conference in Riyadh, STC CEO Khaled Biyari said the huge growth of e-commerce in Saudi Arabia represents an additional value to the expected success of the new fund. He stressed that Saudi Arabia has ambitious youths who have entered the field of e-commerce and the digital sector and achieved success. STC Ventures CEO Abdulrahman Tarabzouni said that the first investments of the new fund will be launched in the first quarter of 2017.

ICD, stakeholders tackle opportunities, challenges

Islamic Development Bank launches Innovation #Forum to empower youth

The week-long Innovation Forum hosted by the Islamic Development Bank brought together international experts as well as youth to discuss ways to foster an innovation culture. Experts agree that the major challenges of the IDB member countries include cultural barriers, lack of adequate investment in research and development and a low rate of graduates in scientific fields. Dr. Mimics Begivic, innovation specialist at the UNDP Regional Center for Europe and CIS, said that youth unemployment is a stubborn problem faced by countries that has both a direct and indirect cost on governments. Dr. Nabeel Koshak, president of Baha University, said that there remains a gap in funding to support SMEs in the Islamic world. In Saudi Arabia, the last five years have seen a boost in innovation. Dr. Koshak said the major obstacles for Saudi SMEs are the regulations, followed by competing and entering the market.

State-controlled utility Saudi Electricity is in talks with regional and international banks about issuing a US dollar-denominated sukuk. A number of companies in the kingdom are considering sukuk issuance to offset a decline in revenues due to lower oil prices. Oil giant Saudi Aramco issued a debut $3 billion-equivalent sukuk in the Saudi local market in April, while ACWA Power is expected to issue an international bond of at least $600 million this week. Saudi Electricity issued $2.5 billion in sukuk in 2014, split between a $1.5 billion sukuk maturing in 2024 and $1 billion due in 2044. The company recently repaid a $500 million five-year sukuk it issued in 2012.

Jadwa Investment launches Jadwa #REIT Al-Haramain Fund

#Saudi Jadwa Investment announced the conclusion of the public offering of its first Shariah-compliant Real Estate Investment Traded Fund, Jadwa REIT Al-Haramain Fund. The new fund will invest in real estate properties in Makkah and Madinah. The REIT, which has an initial size of SR660 million ($176 million), offered SR360 million worth of units to the general public. Over 5,800 individual and intuitional investors subscribed for SR4.53 billion during the offer period, resulting in a 1.257% coverage of the offered units. Haitham Al-Ghannam, head of alternative investments at Jadwa, said the initial portfolio of the REIT would comprise of two hospitality assets, a four-star hotel and a pilgrim accommodation. Both properties are located in Makkah with a combined capacity of 984 hotel rooms. At its initial offer price of SR10 per unit, the REIT offers net initial yield of 5.2%.

London Stock Exchange welcomes the largest Sukuk issued by a supranational globally in 2017, raising $1.25bn. The isssuance is listed by the Saudi Arabia based Islamic Development Bank and is a five-year bond with a 2.393 % yield. This listing adds to the broad range of Islamic finance products available to investors on London Stock Exchange. According to Nikhil Rathi, CEO of the London Stock Exchange, the listing demonstrates London’s standing as the world’s most international financial centre and confirms the UK as the key destination for Shariah-compliant financial products. The CFO of Islamic Development Bank, Dr. Ahmet Tiktik, said choosing London as the location for the new $1.25bn Sukuk shows the bank's continuous support for London Stock Exchange.

Bids for record-breaking #Saudi debut #sukuk cross $33bln

Saudi Arabia saw bids of $33 billion (Dh121.11 billion) for its record-breaking debut sukuk issue. The issue size of the sukuk could likely be $8 billion, spread across $4 billion each for the 5 year and 10 year tranche. The sukuk was priced at 100 basis points over mid-swaps for the 5-year tranche, and 145 basis points over mid-swaps for the longer dated issue. Anita Yadav, Senior Director of Global markets and treasury at Emirates NBD, said the yield on Saudi sukuk is likely to be attractive on relative value basis, which would appeal to the yield hungry international investor. Analysts expect larger institutions like Aramco or SABIC to take advantage and come the market. On an yearly basis, Emirates NBD expects $20 billion worth of issuance from Saudi Arabia including issues from the government, and state-run enterprises, banks and corporates.

The order books for Saudi Arabia's debut U.S. dollar-denominated sukuk have reached about $25 billion. The dual-tranche sukuk is set to be the largest ever Islamic bond, beating a $4 billion sukuk issued by Qatar in 2012. The two tranches have maturities of five and ten years. The initial price guidance put the senior unsecured Islamic bonds in the 115 bps over mid-swaps area for the five-year tranche and 155 bps over mid-swaps area for the 10-year tranche.

#Saudi readies debut dollar #sukuk with US risk disclosure

Saudi Arabia has included a disclosure on credit risk retention requirements in the prospectus of a debut dollar sukuk which is expected to issue this week and could total $10 billion. The disclosure to comply with the US Dodd-Frank Act has not been made for other sovereign sukuk issues. The US retention rule was set to align the interests of issuers of asset backed securities (ABS) with those of ABS investors by asking the sponsor of an ABS securitisation. Sukuk are generally asset-based, but in order to comply with the rules, Saudi Arabia will purchase at least 5% of the aggregate principal amount of each tranche it issues. Saudi Arabia began meeting investors on Sunday ahead of the deal, the second debt sale by the kingdom, which made its debut in the international debt markets last year with a record $17.5 billion bond.

Sovereign plans #sukuk blockbuster

Saudi Arabia is expected to raise several billion US dollar sukuk across five and 10-year tranches. The notes will be in a hybrid mudaraba-murahaba format, a structure in essence already trialled by Saudi Aramco for a riyal-denominated sukuk. The kingdom is rated A1 by Moody's and A+ by Fitch. The banks running the deal are BNP Paribas, Citigroup, Deutsche Bank, HSBC, JP Morgan and NCB Capital. The national oil company Saudi Aramco raised SR11.25bn riyals in order to diversify its revenues impacted by low international oil prices. The floating rate local currency sukuk has a seven-year maturity and offers 25bp over the six-month Saudi Arabian Interbank Offered Rate.

#GCC sovereigns to lead emerging market #bond issues in #2017

GCC is expected to account for about 31% of sovereign bond issuances from emerging markets this year. The expected 2017 sovereign issues will be distributed among GCC, Eastern Europe Middle East Africa and Latin America, according to forecasts by Bank of America Merrill Lynch.
Issues from the GCC has been increasing rapidly mainly due to low oil prices, with some new issuers in 2016, and analysts expect the 2017 issuance to continue to be high. Among those, Kuwait inaugurated the external sovereign debt market with $8 billion (Dh29.3 billion) to finance a budget deficit resulting from low oil prices. Sovereign issuance for 2017 is forecast to be 6% higher compared to the previous year. In 2016, sovereigns issued $135 billion, mainly from Latin America, while corporates issued about $300 billion, mainly from Asia. Analysts expect gross sovereign external issuance to come in at $144bn in 2017.

MIDEAST DEBT-#Saudi Aramco pays premium in debut #sukuk sale

Saudi Aramco is paying a significant premium to the government and to its previous borrowing in its first sukuk sale. Aramco is offering 7-year, riyal-denominated sukuk at 25 basis points (bps) over the six-month Saudi Arabian Interbank Offered Rate (SAIBOR). The private placement, part of a 37.5 billion riyal ($10 billion) Islamic bond programme, could be as large as about 6 billion. It is expected to take place early next week. Riyadh is restructuring the company and its regulatory environment to make Aramco attractive as an investment. But major decisions on the company's structure and its post-IPO dividend policy have not been announced. Alinma Investment, HSBC Saudi Arabia, NCB Capital and Riyad Capital are the joint lead coordinators. They are joined by GIB Capital, Samba Capital and Saudi Fransi Capital in dealer roles.
