Oak Brook, Illinois, January 13, 2010: The World Congress of Muslim Philanthropists (WCMP) expresses its utmost sorrow on the massive devastation caused by the earthquake in Haiti, a Caribbean nation suffering with utter poverty. To ensure rapid and effective response to this tragedy, we have established an emergency cell that will closely monitor and assess the situation on ground, and will serve as the bridge between the global community of donors and partner humanitarian agencies. WCMP anticipates working closely with the Organization of Islamic Conference, United Nations, Red Crescent Societies, and other reputable agencies present or familiar with the region.

Several Dubai Government-Related Entities Downgraded And On Watch Negative Following
Debt Restructuring Announcement

DUBAI (Standard & Poor's) Nov. 25, 2009--Standard & Poor's Ratings Services said it
had taken rating actions on a number of Dubai-based government related entities
(GREs) and transactions (for full details see "Ratings List" below). Standard &
Poor's has downgraded DIFC Investments LLC, DP World Ltd., Jebel Ali Free Zone
(FZE), Dubai Holding Commercial Operations Group LLC (DHCOG), and Emaar Properties
PJSC. All of these entities have been placed on CreditWatch with negative
implications. The ratings on Dubai Multi Commodities Centre Authority (DMCC) were
affirmed, although they were placed on CreditWatch negative. A CreditWatch negative
placement also applies to the notes issued by Thor Asset Purchase (Cayman) Ltd.
(Thor), which are securitized by cash flows from a revolving pool of existing and
future receivables originated by Dubai Electricity and Water Authority (DEWA; not
rated).

WCMP Launches Multi-Donor Giving Circle to Combat Hunger and Poverty

The World Congress of Muslim Philanthropists (WCMP) is launching its first multi-donor giving circle—the “Hasanah Fund”—to develop and implement new, sustainable programs to combat world hunger and poverty.

The Fund will secure $100 million from philanthropists, foundations, and corporations in the next five years to fund long-term hunger eradication and poverty alleviation in 20 countries facing the ongoing food crisis. Funded projects will address not just the aggregate quantity of food that must be produced and distributed, but also how food is produced and by whom.

Hasanah Fund will complement the exemplary work of the Kingdom of Saudi Arabia, the Organization of Islamic Conference and the Islamic Development Bank towards hunger, which is affecting over one billion people worldwide. “This initiative clearly demonstrates the enduring commitment of Muslim philanthropists to the social and economic upliftment of the poorest people,” says Dr. Tariq Cheema, CEO of WCMP.

SCBP, PQFTL and FWU AG sign agreement to provide Takaful products through their network!

S&P: Abu Dhabi's TDIC Sukuk Ltd. Assigned prelimary rating 'AA'

We are assigning our preliminary 'AA' rating to TDIC Sukuk Ltd.'s certificates issuance program, under which it can issue up to $1.45 billion certificates (sukuk al-ijara).

The rating is equal to, and is fully reliant on, the rating on Tourism Development and Investment Company.

LONDON, October 1, 2009--Standard & Poor's Ratings Services today said it had assigned its preliminary 'AA' rating to TDIC Sukuk Ltd.'s certificates issuance program, under which it can issue up to $1.45 billion certificates (sukuk al-ijara). The rating is equal to, and is fully reliant on, the rating on Tourism Development and Investment Company (TDIC; AA/Stable/A-1+). The preliminary rating is based on information as of Oct. 1, 2009. Subsequent information may result in the assignment of final ratings that differ from the preliminary ratings.

Islamic Finance in North America

S&P: Sukuk Market Has Continued To Progress In 2009, Despite Some Roadblocks

PARIS, September 2, 2009--New issuance of sukuk (bonds compliant with Islamic law) topped $9.3 billion in the first seven months of 2009 compared with $11.1 billion during the same period in 2008, said Standard & Poor's Ratings Services in a report published today, "The Sukuk Market Has Continued To Progress In 2009 Despite Some Roadblocks."

"The smaller amount of issuance was due not only to the still-challenging market conditions and drying up of liquidity, but also to the less-supportive economic environment in the Gulf Cooperation Council countries, particularly in the United Arab Emirates," said Standard & Poor's credit analyst Mohamed Damak. "The medium-term outlook for the sukuk market remains positive, though, in our view, given the strong pipeline--with sukuk announced or being talked about in the market estimated at about $50 billion--and efforts to resolve the major difficulties impeding sukuk market development."

Exposure Of Rated Gulf Banks To The Saad And Algosaibi Groups Is Significant But Manageable, S&P Survey Shows

DUBAI, July 22, 2009--Standard & Poor's Ratings Services found the exposure to the Saad and Algosaibi groups of 30 commercial banks it rates in Gulf Cooperation Council (GCC) countries to be significant but manageable, according to its report "Special Standard & Poor's Survey Shows That Rated Gulf Banks Are Significantly Exposed To The Saad And Algosaibi Groups."

The two prominent Saudi Arabian groups recently ran into severe and unexpected difficulties and have entered debt restructuring discussions with their respective creditors.

"Total exposure net of tangible collateral to the two groups is significant but manageable for sampled rated GCC banks," said Standard & Poor's credit analyst Goeksenin Karagoez.

Information related to each individual Gulf bank's exposure is confidential--and as such can not be disclosed by Standard & Poor's--but our survey enabled us to arrive at various opinions:

Exposure to the groups varies significantly among the sampled GCC rated banks, from no exposure to net exposure of more than 20% of a few banks' adjusted total equity.

Standard & Poor's has concluded its review of Dubai-based banks, which has resulted in various negative rating actions.

We are lowering the ratings on Emirates Bank International PJSC, National Bank of Dubai, and Mashreqbank to 'A-/A-2' from 'A/A-1'.

We are lowering the long-term rating on Dubai Islamic Bank to 'BBB+' from 'A-' and affirming the 'A-2' short-term rating.

The negative outlooks on all these banks reflect the deteriorating operating environment in Dubai and the impact we expect it to have on the banks' financial profiles.

Bahrain-Based Arcapita Bank 'BB-/B' Ratings Affirmed And Withdrawn At Issuer Request

PARIS (Standard & Poor's) June 29, 2009--Standard & Poor's Ratings Services said today that it affirmed its 'BB-/B' counterparty credit ratings on Bahrain-based Arcapita Bank. The outlook remained negative. Standard & Poor's then withdrew its ratings on Arcapita at the bank's request.

The ratings affirmation reflects our conclusions that the assumptions factored into the ratings are still holding up. The ratings on Arcapita reflect our opinion of the bank's high leverage in the context of a very difficult economic and investment climate, as well as its pressured liquidity position. In our view, positive rating factors are the corrective measures that Arcapita is implementing and the support that the bank is receiving from shareholders. The ratings reflect our opinion of Arcapita's stand-alone credit profile and do not include any uplift for extraordinary external support.

Bahrain-Based Arcapita Bank Downgraded To 'BB-' On High Leverage; Outlook Negative

PARIS (Standard & Poor's) June 1, 2009--Standard & Poor's Ratings Services said today that it has lowered its long-term counterparty credit ratings on Bahrain-based Arcapita Bank (Arcapita) to 'BB-' from 'BB' and removed them from CreditWatch, where they were first placed on Jan. 28, 2009, with negative implications. At the same time, we affirmed our 'B' short-term rating on Arcapita. The outlook is negative.

The ratings reflect our opinion of Arcapita's stand-alone credit profile and do not include any uplift for extraordinary external support. However, Standard & Poor's recognizes that ongoing support from Arcapita's shareholders has been significant and is incorporated in Arcapita's stand-alone credit profile.

"The rating action reflects our opinion of Arcapita's high leverage in the context of a very difficult economic and investment climate, which has challenged Arcapita's business model, reduced the value of its assets, and put pressure on its financial performance," said Standard & Poor's credit analyst Mohamed Damak.

Creation of the Sharia Finance Committee Senegal

A multidisciplinary study group composed of lawyers, tax experts, businessmen, scientists and clerics have decided to build a national and regional promotion body for Islamic finance in Senegal.

Mr Karim Ahmed Al CISSE, President of the 'Comité national Charia Finance Sénégal' has announced this to have officially received the recognition of this body by the Senegal Ministry of the Interior of Senegal. Mr. Karim Ahmed CISSE, sees the committee's mission asessential to participate in the emergence of a legal and fiscal environment conducive to the development of Islamic finance. It is also a part of capacity building for clerics to allow them to play their role in the Shariah Board.

Noor Islamic Bank keeps Rep Office in Tunis open

Noor Islamic Bank PJSC issued a statement saying that their Tunisian representative office is operational and that they continue to explore market opportunities in North Africa, while assessing regional market trends and having to readjust plans to reflect the reality of the slowdown.

The statement followed news announcing the closure of the rep office by some media.
