Malaysia's Public Sector Home Financing Board issued up to RM3.25 billion sukuk to finance housing loans to the public sector employees. The board is also known as Lembaga Pembiayaan Perumahan Sektor Awam (LPPSA). The LPPSA said the RM3.25 billion sukuk notes formed a part of its RM25 billion Islamic commercial papers programme, which is guaranteed by the Malaysian Government. The sukuk was issued in tranches of five-year to 30-year and was priced at 4.17% to 5.225% per annum across tenures. Lead managers include Affin Hwang Investment Bank, AmInvestment Bank, Bank Islam Malaysia, CIMB Investment Bank, Maybank Investment Bank, OCBC Bank and RHB Investment Bank. CIMB is also the facility agent while RHB Islamic is the Shariah adviser.
Maxis Broadband, a unit under telecommunications group Maxis, is planning a sukuk issuance to raise as much as MYR10 bn for acquisitions and capital expenditure. CIMB Investment Bank is the sole principal adviser and sole lead arranger for the programme, while CIMB Islamic Bank is the shariah adviser for the programme. The Islamic Development Bank (IDB) has issued a MYR350 mn ($86.6 mn) sukuk for project financing and other development activities. IDB president Ahmad Mohamed Ali said the successful issuance of sukuk in Malaysian Ringgit is a testimony to the increasing interest for sukuk.
Turkish participation bank Kuveyt Turk has mandated banks to issue sukuk in Malaysia, aiming to raise as much as 2 billion ringgit ($596.7 million), which will be its first foray into the southeast Asian Islamic debt capital market. Kuveyt Turk, 62 percent owned by Kuwait Finance House , said in a statement it has mandated CIMB Investment Bank Berhad, Kuwait Finance House Berhad and Maybank Investment Bank Berhad. The last time Kuveyt Turk was in the market was in June, when it issued a $500 million five-year sukuk that attracted over $3.25 billion in orders. In July, Turkiye Finans became the first Turkish lender to issue ringgit-denominated sukuk in Malaysia raising 800 million ringgit.
M$2.5bn (US$783.7m) of Islamic MTNs will be printed in 16 tranches on November 29 by new toll-road operator Anih. The notes will resolve at par on a bought-deal basis with joint leads CIMB Investment Bank and Maybank Investment Bank subscribing to the total size on an equal basis.
